Job Description

**Organizational Context and Scope**
Under the direct supervision of the Chief Medical Officer, Head of the Occupational Health Unit (OHU), and the overall supervision of the Director, Staff Health and Welfare Division, the Regional Medical Officer operates within the framework of IOM’s Occupational Health Unit (OHU) and in alignment with UN medical standards and inter-agency health coordination mechanisms. The successful candidate supports regional and country offices by ensuring the health and well-being of staff and eligible dependents through occupational medical services, case management, insurance oversight, and strategic health planning. The successful candidate collaborates closely with OHU HQ, HR, Regional Directors, Chiefs of Mission, and external health providers. The role requires frequent interaction with other UN medical services, insurance administrators, and inter-agency health networks. It also contributes to policy development, emergency preparedness, and the implementation of health strategies across the region.



**RESPONSIBILITIES
1. Medical Examinations Oversight**

- Review and validate medical examination reports including, but not exclusively:
- Entry on Duty (EOD) assessments,
- Periodic Medical Examinations (PME) for selected risk groups,
- Driver-specific fitness exams
- Reports on Long term sick leave certifications
- Reports on Disability and other special cases
- Independent Medical Examinations
- Ensure that all examinations meet quality standards and comply with IOM-OHU protocols.
- Assess medical fitness for duty and deployment, including to hardship duty stations.
- Screen medical questionnaires for staff and dependents, identifying any conditions that may affect work capacity or require special accommodations.
- Authorize extended insurance coverage upon exit (e.g., CACP) when medically justified.

**2. Clinical Duties and Medical Support**

- Undertake clinical duties when applicable, including walk-in consultations, emergency response, and follow-up care for staff.
- Provide occupational health services such as immunizations, malaria prophylaxis, and travel health kits.
- Refer staff to external specialists and ensure proper follow-up and documentation.
- Support health education and promotion programs, including preventive health campaigns and awareness initiatives in collaboration with OHU HQ.
- Participate in addressing workplace health risks, including ergonomic assessments and mental health support.

**3. Health Insurance and Claims Management**

- Oversee the review of medical insurance claims, ensuring accuracy and compliance with IOM policies.
- Collaborate to detect and prevent fraud when suspicious medical documents are provided and escalate complex cases to OHU and HRM units.
- Liaise with insurance providers to resolve coverage gaps and advocate for staff welfare.
- Liaise and support the Insurance Unit in providing information on coverage, entitlements and claims.

**4. Occupational Health and Safety**

- Implement the Occupational Health Strategy regionally, including risk assessments and health infrastructure evaluations.
- Coordinate emergency medical support and medical evacuations in collaboration with OHU and field missions.
- Provide pre-travel medical briefings and ensure staff preparedness for deployment.
- Act as OHU’s regional representative on occupational health hazards and crisis response.

**5. Medico-Administrative Advisory**

- Advise HR and senior management on medical standards for recruitment, sick leave, and travel.
- Participate in crisis preparedness planning and business continuity efforts.
- Supervise medical clearances for staff across UN entities, ensuring consistency with Earth Med protocols.

**6. Training and Supervision**

- Implement health education programs, including HIV/AIDS prevention, first aid, and CPR.
- Ensure availability of medical supplies and proper functioning of equipment.

**7. Reporting and Documentation**

- Submit regular reports on high-cost cases, exclusions, occupational incidents, and sick leave trends.
- Maintain organized and confidential medical records, ensuring compliance with data protection standards.
- Provide statistical insights to inform health policy and program development.

**8. Stakeholder Engagement**

- Represent IOM in inter-agency health forums and maintain partnerships with local healthcare providers.
- Provide technical input to donor proposals and health-related projects under the supervision of the Chief Medical Officer and the Director SHWD.
- Act as focal point for regional health emergencies and coordinate response efforts.
- Perform such other duties that may be assigned.



**QUALIFICATIONS
Required Qualifications and Experience**

**Education**

- Completed doctorate in Medicine from an accredited academic institution (Doctor in Medicine).
- Post-doctoral Diploma in one of the specialty branches of Medicine (e.g. Internal Medicine, General Surgery, Occupational Medicine). - Courses which do not attribute a diploma as "Specialist” in a specific branch of Medicine, though they may be an asset, but do not substitute a Specialty Diploma.
- Additional qualifications in Occupational and Travel medicine are an asset.

**Experience**

- Seven years of post doctorate experience in clinical medicine. Experience in occupational health, travel and tropical medicine, preventive medicine, medical evacuations, mental health, and crisis management are an asset;
- At least three years of managerial/supervision experience with clinical staff (e.g. doctors, nurses, etc.); experience in general office administration;
- Experience in medical insurances and health claim analysis is desirable; and,
Experience in liaising with international organizations and hospitals in different countries is an asset.

**Skills**

- Knowledge of legal and ethical issues related to occupational health care practice is an asset.

**Languages**

IOM's official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
